The European Nicotine Pouches Alliance (ENPA) is a Brussels-based, registered non-profit organization (ASBL), established to represent the nicotine pouches value chain and to inform EU-level and national policy discussions, drawing on the Nordic region’s long-standing experience with oral nicotine use.

Our transition from the Nordic Nicotine Pouches Alliance (NNPA) reflects both a formal evolution into a members’ organization and our current role as a Europe-wide actor operating at a strategic level.

ENPA advocates for the development of a sustainable and responsible regulatory framework for nicotine pouches at both European Union and Member State level. We engage with policymakers to underline the importance of tobacco harm reduction in the formulation of tobacco and nicotine control legislation and consider it essential that regulatory approaches recognize and support harm-reduced forms of nicotine consumption.
